There are different stories on when NFL Commissioner, Roger Goodell will rule on when Vick will be reinstated. It was first reported that he would rule on that by the 6th week but now it is believed it may be earlier. Some believe the decision is expected to be made by the Saturday, 6:00 PM deadline to trim rosters down to 53 players. However ESPN has also reported that Michael Vick will be reinstated and made eligible for the Philadelphia Eagles Home Opener in week-3.
NFG - I can almost see Vick being eligible for the first week of the season. Goodell has all along said that he is not holding off on the reinstatement as any punishment but simply to be sure they don't rush him back before he is NFL ready and hurt the chances of Vick's return being successful. So if the Eagles and Vick both believe he is ready, and Goodell does not reinstate him, then it would turn into a discipline action. Worse, the discipline would hurt both Vick and the Eagles for they would have to have him on their roster and play the first games a man short.

Michael Vick (QB) - 08/14/2009
Well the return is at hand. Michael Vick has signed a two year deal with the Philadelphia Eagles. He can immediately begin attending camp and can play in the final two preseason games. However, he will not be allowed to play in any regular season games until week-6 when he can apply for full reinstatement.
NFG - Philadelphia already has Donovan McNabb entrenched as their starter, so I see the Eagles signing of Vick in two ways. After week 6, Vick will give them a possible star quarterback to replace McNabb if he should be injured, and as long as McNabb is healthy, Vick will add a new element to their offense. Michael Vick might be worth a late flier in your fantasy draft if you can spare the bench room to wait and see what they will do with him.

NFL Commissioner, Roger Goodell, has reinstated Michael Vick back into the NFL. Vick can now join a team and participate in all team activities, however, he is not allowed to play in any games until week 6 at the latest.
NFG - I like the "week 6 at the latest" remark. According to Goodell, he is keeping Vick out of games not as a punishment but as a security to give Vick the best chance to succeed by giving him time to make the transition rather than rush back into games. The "week 6 at the latest" makes me believe that if Vick joins a team and shows he is ready well before that, he may lift the limit sooner.
Watch to see where Vick ends up before ranking him. If he lands somewhere he would start and has a good cast around him, he may be a worthy mid round pick to let sit on your bench until he plays.
